We are delighted that, following a referendum on 7 December 2023, the Biddulph documents now form part of the Development Plan for Staffordshire Moorlands District Council. We are delighted that the community of Biddulph had the opportunity to vote in a referendum on the Neighbourhood Plan and the Neighbourhood Development Order on Thursday 7 December 2023.
The Town Council put together a presentation on the Neighbourhood Plan and Neighbourhood Development Order so that residents had information about what they were being asked to consider. You can watch it here:

Following the Regulation 16 consultation (15 July to 27 August 2021), the Neighbourhood Development Order is has been through a period of Examination. The Neighbourhood Plan Working Group submitted the following response to the Examiner on 17 November 2021:

Following a period of further consideration, the Town Council and Staffordshire Moorlands District Council agreed on the following modifications (as of August 2023). A statutory six week consultation period was held for those changes which will commence on Wednesday 16 August and close on Wednesday 27 September 2023 at midnight. Regulation 14 Consultation on the draft Neighbourhood Development Order was concluded in November 2019. Following this, the Working Group spent a number of months considering the responses to this document and the Neighbourhood Plan. Unfortunately, the Covid-19 pandemic delayed the next step of this journey, but the following documents were submitted to Staffordshire Moorlands District Council, to commence the Regulation 16 Consultation process.

Biddulph Neighbourhood Plan Working Group completed a consultation exercise with householders in the town in December 2017. We asked a number of questions in relation to what people like in Biddulph and what they would like to change. A very strong message came back from these questionnaire responses that people wanted a focus on town centre regeneration.
As a result of this consultation, the Neighbourhood Plan Working Group began to explore the possibility of creating a Neighbourhood Development Order. This would complement the Neighbourhood Plan policies, and would help to change the look of the town centre over the coming years.
During the Summer of 2018, a number of well-attended ‘town tours’ took place, which helped to add more detail to a potential Neighbourhood Development Order.
At the end of 2018 and in early 2019, the Working Group completed consultation on draft Local Green Space Designations within the town and also asked attendees to comment on the High Street and the emerging Neighbourhood Development Order. This consultation document helped to guide our discussions: NDO Consultation Document
We have also sought the views of traders on the High Street, and received some really valuable feedback.
Bringing these documents forward for consultation at the same time means that we can set out a very clear plan in relation to future development in the town.
